Actually, "customs" are not only for closed beta testers. It's really for whoever Arun deems worthy of obtaining one based on contribution and simply activity. You can just log in everyday and go AFK for 2 weeks and you'll get one which is the case for many of the people who already have a custom -- unlike me.
Although, the initial thought was everyone who participated in closed beta so I assume either he'll stick to his current philosophy of deeming people or eventually before open beta is released everyone who was somewhat part of closed beta will receive one.
