Backpack/cape equip slot locked

'Ello!

I'm unable to equip backpacks or capes. The border of these items are orange and the the equip slot is locked. Is this a bug or is this a new update?

This was meant to be implemented a couple patches ago but it was bugged for one bought from the store, but yes this is intentional.

EDIT:

Found this out but I was confused at the start.
If you have an item such as the cloak that is technically a head but also has clothing off of it that goes into the player's back it takes up that slot so you can't have a cape and cloak on where it looks stupid.
